As soon as you teleport into the ship, you get your license and a quest to upgrade your ship (no need to buy the license at all.) Once you have enough guys you need to visit your ship to actually get your license. My question is why can't I simply add crew members and why won't S.A.I.L acknowledged my adding crew members to prompt the ~Go upgrade ship at the Penguin Pete~ ? So I saved up for the license at penguin bay. I had two and then when I tried adding a third crew member, S.A.I.L told me I have reached my crew maximum.
